Ball State University Sport/Athletic Facilities, Recreation Facilities, and Academic Complexes within Recreation Facilities Wheeled Vehicle Update

Purpose: The purpose of this update is ensuring a safe, accessible, and secure environment for all students, faculty, and visitors.  In response to increasing safety hazards associated with lithium-ion batteries, fire prevention, and collision mitigation, the following update is being implemented.

1. Motorized Vehicle Restrictions

No motorized wheeled vehicles—regardless of power source—are permitted inside any of the following areas: Student Recreation and Wellness Center (RC), Human Performance Lab, Health and Physical Activity Building (HP) Worthen Arena (WR), Lewellen Pool (LP), Ball Gym (BG). This includes, but is not limited to:

  • Electric/Gas Scooters (e.g., Bird, Lime, or personal e-scooters).
  • Motorcycles and Mopeds.
  • E-Bikes and Mini-Bikes.
  • Hoverboards and self-balancing boards.
  • This restriction does not apply to ADA accommodations or wheelchairs.

Parking Requirement: All motorized vehicles must be parked outdoors in designated areas. 

2. Non-Motorized Wheeled Items

While non-motorized items (skateboards, manual scooters, rollerblades) may be carried into certain areas if space permits, they must never be ridden or stored inside the facility in public spaces and must be immediately near the user and not create an obstruction of movement inside any space.

  • Prohibition on Riding: Riding, coasting, or "walking" a wheeled item while mounted is prohibited in all hallways, gyms, and activity spaces.
  • Storage: Bicycles should be secured at outdoor racks and are not permitted inside the facilities listed above.

3. Security & Loss Prevention

Ball State Recreation Services is not responsible for lost or stolen property. To protect your investment, we strongly recommend:

  • U-Bolt Locks: The use of heavy-duty metal U-Bolt bike locks is highly encouraged. Cable locks are frequently targeted by thieves and are not recommended for campus use.
  • UPD Registration: Register your bicycle, or motorized item with the University Police Department (UPD). Registration is free and significantly increases the likelihood of recovery and return if your property is stolen. Register link here: Register

4. Enforcement & Code of Conduct

Recreation Services will inform and enforce this update as it is implemented. However, other areas housed within the areas listed above are asked to help inform this update as well.  Recreation Services will collaborate with the Office of Student Conduct for any points of clarification regarding this update.

Failure to comply with this update is a violation of the Ball State Code of Student Rights and Responsibilities (Section 4.4.1: Misuse of Property).

  1. Disciplinary Action: Unauthorized use or indoor storage of wheeled vehicles may result in Student Code of Conduct violations and disciplinary sanctions.
  2. Forfeiture of Privileges: Repeated violations may lead to the immediate loss of Recreation Services membership and facility access.

ADA Accommodations

These updates do not apply to ADA-approved motorized or manual mobility devices (e.g., wheelchairs or mobility scooters) used by individuals with disabilities. We welcome all members and are happy to provide assistance with accessibility needs. Recreation Services will collaborate with the Office of Disability Services for any points of clarification regarding this update.
