You are invited to participate in the interviews of three consulting firms to guide the next strategic planning process for Muncie and Delaware County.
The Muncie Action Plan, NEXT Muncie (co-chaired by President Mearns), and the Delaware-Muncie Metropolitan Plan Commission have joined forces to seek consulting services for the development of two updated strategic plans:
- Delaware County Comprehensive Plan, last completed in 2000. This plan presents a vision for the future of land use and development in Delaware County, providing specific goals related to transportation, infrastructure, parks, and open space, among others.
- MAP Strategic Investment Plan, last updated in 2018. The first iteration of MAP was developed in 2009, with extensive resident involvement, to guide Muncie’s growth and investment.
A committee of MAP and NEXT Muncie board members, including Ball State's Heather Williams, solicited consultant proposals earlier this year. Sixteen proposals were received; three firms have been selected for interviews. The position will be funded in full by federal and private funds.

Once a firm is selected, they will work with the Delaware-Muncie Metropolitan Plan Commission, NEXT Muncie, and the Muncie Action Plan to develop a plan to engage residents and ensure everyone’s voice is heard. For questions about this process, contact the MAP Coordinator at
