The Center for Economic and Civic Learning (CECL) has released its 2025 Annual Report, documenting a year of statewide expansion, national partnership, and measurable civic impact.

In 2025, CECL advanced from strong local programming to building statewide civic infrastructure. Through federal investment, new academic pathways, and public-facing research, CECL strengthened Ball State University’s role as a leader in civic learning and democratic engagement.

2025 highlights include:

  • The statewide launch of CREATE250, supported by a $1.76 million U.S. Department of Education award, establishing a Community of Practice for Title I educators and supporting America250 preparation.
  • CECL’s contribution to the Indiana Civic Health Index, including statewide analysis of voting and voter registration.
  • The launch of C4G --Cultivating Civic Character for the Common Good-- integrating civic character and ethical leadership into teaching and learning.
  • Ball State University’s membership in the American Democracy Project, coordinated through CECL.
  • The launch of Indiana’s first Civic Studies Minor, offering an interdisciplinary pathway focused on civic responsibility and democratic practice.
