Ball State University Libraries Signs Transformative Agreement with Oxford University Press

As of July 1, 2026, the Ball State University Libraries acquired its second transformative agreement with Oxford University Press. This agreement provides Ball State University with reading access to approximately 400 journals and covers article processing charges (APC) for publishing open access (OA) in approved Oxford hybrid OA journals.

Ball State University is part of the Midwest Collaborative for Library Services (MCLS) consortium, which provides access to the Read & Publish agreement with Oxford University Press (OUP). This transformative agreement means that BSU faculty, staff, and students can:

  • Read trusted, high-quality, peer-reviewed research from OUP’s prestigious journals collection

  • Publish open access articles with no fee to pay
